Mrs. K.H. TINSON
I am sorry to inform you that, according to information which I have received from the Colonial Office, it is the intention of the Ministry of Pensions in this country to cancel the pension they allow Mrs. Tinson in view of the fact that she is now in receipt of an "income" of £200 p.a. from your fund.
I need hardly tell you how strongly I feel about this. It was only because of the inadequacy of the pension which they were giving this lady that your fund was originally called upon to help, en it was only because she has incurred, and is incurring, heavy medical and hospital expenses that your allowance was recently increased, Furthermore your grant is "in the nature of a gift from the fund, and is liable to be discontinued without notice at any time," (See your letter to Mrs. Tinson of March 23rd 1948).
The Colonial Office are trying to arrange with the Ministry of Pensiona to withhold action until your Committee has had an opportunity to consider these new circumstances. Were it not for the fact that Mrs. Tinaon would be a heavy loser, I would recommend your Committee to cancel their allowance, so as to prevent the Ministry of Pensions avoiding their responsibility, but, as things are, I have no alternative but to express the hope that, if and when the Ministry of Pensions take the action they contemplate, your Committee will increase the allowance to an extent sufficient to compensate Mrs. Tinson for the loss of the pension, viz. 35/- weekly.
I shall be grateful if you will let me have your Committee's observations at an early date; meantime, I shall do my best to get the Ministry of Pensions to hold their hand.
